THE BIRTH OF A U.S. CITIZEN
IN
INDONESIA
The birth of
a child abroad to U.S. citizen parent(s) in Indonesia should be
reported as soon as possible and to the nearest American consular
office for the purpose of establishing an official record of the
child's claim to U.S. citizenship at birth. Even though an application
for a consular report can be made at any time before the child’s
eighteenth birthday, the availability and/or reliability of the
information presented and of the supporting evidence diminish with
time. Delay in reporting
could result in your inability to prove the child’s
citizenship.
An application for a Consular Report of Birth Abroad
requires completion of Form DS-2029, which also acts as an
application for a Social Security Number for the child if the
application is approved. Processing of the DS-2029 requires
the presence of both parents and the child . A service fee of $65
applies and is payable in dollars or Indonesian rupiah at the time
of the application (though the fee is subject to change.)
In order to establish the child's citizenship under the appropriate provisions
of U.S. law, both parents and the child need to be present at the interview
with the following documents:

an official record of the child's foreign birth (e.g., an
original of the child’s Indonesian Civil Registry birth
certificate);
-
evidence of the parent(s)' U.S. citizenship (e.g., a certified
birth certificate, current U.S. passport, or Certificate of
Naturalization or Citizenship, etc. Consult with a Consular
Officer if you have further questions);
-
evidence of the parents' marriage, if applicable;
-
affidavits of parent(s)' residence and physical presence in
the United States;
-
parents’ photo ID; and
- documents related to the birth such as hospital records,
records of pre-natal care.
In certain cases it may be necessary to
submit additional documents, including affidavits of paternity and
support, divorce decrees from prior marriages, or medical reports of
blood compatibility. All evidentiary documents should be originals
or certified as true copies of the originals by the registrar of the
office from which each document was issued.
If only one parent is an American
citizen, special rules apply to the ability of the parent to
transmit citizenship.
The American citizen parent should bring as much evidence as
possible of his/her physical presence in the
United
States
from his/her birth until the birth of
the child. School
report cards or transcripts, employment records, income tax returns,
W-2 forms, social security earning statements, pay receipts, and
passport entry/exit stamps, etc. are example of documents that can
be used for this purpose. The above documentation must be submitted as either an
original or copy certified by the issuing authority. If the documents are not in
English or Bahasa Indonesia, they must be accompanied by certified
translations.
The official record is in the form of a
Consular Report of Birth Abroad of a Citizen of the
United States
of America
. This
document, referred to as the Consular Report of Birth or FS-240, is
proof of the
United
States
citizenship.
An original FS-240 is furnished to the parent(s) at the time the
registration is approved. The
Social Security number application is processed at the regional
Social Security Administration office in Manila, and the card mailed
directly to the address provided by the parents on form
DS-2029.
Parents may apply for their child’s
passport at the same time. To do so, please fill out (DS-11) and bring two identical 2
inch x 2 inch (5cm x 5 cm) photographs of the child on a white
background, clearly showing the child’s face with an image size from
bottom of chin to top of head of between 1 and 1-3/8 inches (no
smaller than the dotted line and no larger than the outer continuous
line). Photos in any
other format cannot be accepted. It takes an average of 10
working days to issue a child’s passport which will be valid for 5
years.
