Claims for asylum or refugee status are initiated and finalized through the Department of Homeland Security (DHS), Bureau of Citizenship and Immigration Services (USCIS), in the U.S.
Embassy Jakarta is only involved with final processing of spouses or children of persons who have gained asylum or refugee status in the U.S.
