Transit and Crew Visas (C and C1/D)

Transit (C)
C visas allow transit of less than 7 days through a U.S. stopover to a non U.S. final destination. B visas also allow transit, as well as longer, temporary stays for business or pleasure. Please show an:

  • Onward itinerary beyond the U.S. ; and
  • Any visas needed for your final destination before applying for a C visa.

There is no more Transit Without Visa.

Crew (D or typically C1/D)
D visas allow ship or aircrew members to land in the U.S. while still assigned to a crew. Crewmembers typically also receive a C visa to pass through the U.S. to join or leave the ship or aircraft crew. Ship crewing agencies in Indonesia may join the Crew Visa Program (CVP), to more efficiently seek C1/D visas for their crewmembers. Airlines may join the Business Visa Program (BVP).

The burden of proof to qualify for any visa rests solely with the visa applicant. Please apply well in advance of your intended travel to the U.S. No one can act as a guarantor or provide any assurance of visa eligibility. Visa interviews with a consul last 2-3 minutes at most. It is vital for all visa applicants to come fully prepared and able to answer our questions. Visa applicants must assume that we are totally unaware of their situation. If there is any doubt concerning a visa applicant, if a visa applicant cannot answer our questions with clarity, we must find the visa applicant ineligible.

Qualifications
C and D visa applicants must demonstrate to us that they qualify for a U.S. visa according to the U.S. Immigration and Nationality Act (INA). Section 214(b) of the INA presumes that every C and D visa applicant is an intending immigrant and ineligible for a C and D visa. There is no all inclusive list of qualifications, but successful applicants may be found eligible if we determine that:

  • Their trip is solely for short term transit or crew purposes, consistent with U.S. law;
  • They will not work, attend school , seek another status or stay for a long or indefinite period;
  • They will stay for a specific, limited period;
  • They have evidence of funds to cover all U.S. expenses;
  • They are not subject to exclusion; and
  • They have a life outside the U.S. so strong that they will be forced to depart the U.S.

Additional documents needed by D visa applicants:

  • Seaman’s Books. Current book valid beyond the contract’s expiration date and prior books or affidavit of their loss;
  • Valid Contract or Employment Agreement with original signatures;
  • Education Transcripts and Prior Employment Verification, if applicant has only served on two or fewer international ships;
  • Training Certificates relevant to their position aboard an ocean-going vessel.
